will this rack fit a 2019 toyota rav 4 xle ? The cross bars are in the roof and can not be moved forward or backward

Yes, the Thule Canyon XT Roof Cargo Basket - Steel - 49" x 40" x 6" - 150 lbs # TH859XT will fit your 2019 Toyota RAV4. This basket fits crossbars that are no wider than 3-1/2" and no taller than 1-3/4" and there must be a crossbar spread of between 20" - 37". We have had several customers use this on their RAV4 with great results. I attached a demonstration video for you.
