Westlake ST205/75R15 Radial Trailer Tire w/ 15 Silver Wheel - 5 on 4-1/2 - Load Range D Item # LHAW121 What does the Load Range D mean? Is that better than C?

The only difference is the capacity of the tire.
The load range of a tire refers to its weight capacity. A Westlake ST205/75R15 Radial Trailer Tire w/ 15" Silver Mod Wheel - 5 on 4-1/2 - Load Range D # LHAW121 wheel/tire combo you mention has a capacity of 2150 lbs per tire or 4300 lbs per axle.
A C load range tire on a similar wheel like # TA67VR typically has an 1820 lb per tire/3640 lbs per axle weight capacity.
