Will universal mounting rails fit the curt R16 sliding base ? Can I buy specific mount for a particular truck and use them with universal rails ?

Yes, the R16 base for a Curt sliding 5th wheel hitch will fit universal base rails. The two hitches with these are the Curt E16 5th Wheel Trailer Hitch with R16 Roller # 16516 and Curt A16 5th Wheel Trailer Hitch with R16 Slider # C16521.
Both of these will fit Curt Universal Fifth Wheel Base Rails - Gloss Finish # C16104 or Carbide Finish # C16204.
For your 2000 Ford F-250 or F-350 Super Duty, to install these rails you will need the Curt Custom Fifth Wheel Bracket Kit for Ford F-250 and F-350 # C16443.
