We have all of the parts that you are looking for! Your 14-1/2" wheels with the 5 on 5-1/2" bolt pattern are pretty uncommon which is why you are having such a hard time finding replacements.
Since you need wheels that have a 0 offset the only option we currently carry that is compatible with your 14-1/2" tire size is the Dexstar Stud-Piloted Steel Wheel # AM20320. Just be sure that your tire is compatible with the 7" width of this wheel.
To match this wheel you will need a hub/drum assembly with an 8 on 6-1/2" bolt pattern. For this I recommend the Dexter Trailer Hub and Drum Assembly # 42866UC3-EZ which comes in a quantity of 1. The inner and outer bearings match up with your description so you just need to make sure that the 2-1/4" measurement of the grease seal is compatible with your spindle.
Then for brakes I recommend the Electric Trailer Brake Kit # AKEBRK-7-SA which comes with a set of 12" self-adjusting brakes. The self-adjusting feature is what really drives the sale of these brakes because after the initial adjustment you don't have to mess with these until it comes time to change out your braking assemblies again.
I have attached some review videos for you to check out.
