I HAVE A OUTER TUBE THAT HAS THE SET SCREWS ON IT . I AM WONTING TO REPLACE INNER TUBE WILL THIS WORK

As long as the outer tube on your trailer has an inner diameter of 4-1/2 inches to match the Bulldog Gooseneck Coupler # BD0287690300 this will fit and work well with what you have now that uses set screws.
