Based on my research it looks like your 1999 Coachmen Pop-Up Camper likely used a 1,200 winch for its lift system so the 1,600 pound Dutton-Lainson Hand Winch # DL14521 you referenced should have plenty of capacity.
With that being said for this application I recommend going with a brake winch instead that is designed to lock a load in place. For this the Dutton-Lainson # DL14964 should work great. This 1,500 pound winch features an ergonomic handle grip for easy operation and is made right here in the USA.
Its mounting plate measures 5-1/2 inches x 4-1/2 inches. I have attached a short video review that you can check out as well.
