It means that the width of the tire in millimeters is 235mm, or 9.25-inches. It also tells us that the sidewall aspect ratio is 85, which means that the height of the sidewall from the rim to the tread is 85-percent of the width. In your case this means 85% of the 235mm width, which is 199.75mm or 7.86-inches. Finally the last number tells us the diameter of the rim on which the tire will mount, an 16-inch rim. A tire in this size when mounted and fully inflated will have an overall diameter of 31.7-inches or 805.18mm.
