I found an owner's manual online for your 2007 Ford E-250 and it looks like the fuses for a trailer are in the following locations:

Passenger Compartment Fuse Panel -
15 - Trailer battery charge relay,Cluster, BSM
39 - Trailer tow electric brake, Center High-Mounted Stop Lamp (CHMSL), Brake lamps

Power Distribution Box (in the engine compartment) -
8 - Trailer battery charge relay
24 - Trailer tow running lamps and back-up lamp relays
26 - Trailer tow turn signals
C - Trailer back-up lamps relay
D - Trailer running lamps relay
E - Trailer battery charge relay

If all of these look good then let me know and I can help you troubleshoot further. I have also attached a link to a helpful article on troubleshooting wiring as well as our selection of replacement wiring for your E-250.

My fuses are good however when testing truck wires at the rear the only one with power is the running lights

Did you test the wiring just behind the truck's connector, or did you test the pins on the connector itself? If you tested the pins, I would next test the wiring behind the connector - if you end up getting power there then it's just a bad connector that needs to be replaced. If you don't have power on the wires though, then there's a short somewhere in between that needs to be tracked down. If this is factory trailer wiring your best bet may be to bring the vehicle up to a local dealer to have them take a look.
