Why is the vehicle speed limited to 30 MPH? What happens at higher speeds - perhaps 50 MPH?

The ISSE Hybrid Snow Socks # TCH70 referenced in your question do indeed have a maximum speed rating of 30 mph. This speed limit is generally the same for any tire traction device, including snow chains and cables.
The speed limit is in place because going at a higher speed can cause the sock (or chains or cables) to start to come off of the tire due to the speed. Also keep in mind that while a snow sock is going to certainly provide some additional traction in the snow, it does not provide quite as much as a standard snow chain, so going faster than 30 mph in snowy/icy conditions is not recommended. Going faster than 30 mph in the snow with the snow socks installed can cause the vehicle to lose control simply because of the road conditions.
