Will this work on a 2016 Dodge Grand Caravan R/T, or do you have something else. This is a handicapped rebuilt vehicle so the typical placement is not available. Its in front or on top... * Cant put it in the rear because I have a trailer receiver that is used for a trailer

The Front Mounted Trailer Hitch Universal Spare Tire Carrier # 6715 will only work on your 2016 Dodge Grand Caravan if you have a custom front mounted hitch. There is not a custom front mounted hitch available for your vehicle from any of our manufacturers.
Another option is to use a cargo bag like the Rightline Gear Sport 2 Rooftop Cargo Bag # RL100S20. This will allow you to safely carry the spare tire on your naked roof.
I recommend you consider using a roof rack like the Thule rack consisting of:

This roof rack will give you a spread compatible a roof basket like # Y07070 or a roof box like # Y07192 to carry your spare and other cargo.
