If the camera battery is depleted, can the camera be plugged into USB and be used while it charges?

The charge cable of the Rampage Wireless Backup Camera # RA7710 is so short that it wouldn't be able to reach the back of your vehicle while it was plugged in and charging.

So if you had this camera and the battery was dead you would need to charge it before attempting to use it.
