Can a class 1 hitch that is mounted to 2012 Toyota Prius, carry a Jazzy plus the carriers weight. I have been looking at you Draw-Tight Class 1 hitch.

All hitches offered for your 2012 Toyota Prius are light-duty Class I types like the Draw-Tite # 24847 that you referenced. You can see all available hitches using the link at right. All share the same 1-1/4-inch receiver size and 200-lb tongue weight rating.
Pride Mobility makes many versions of the Jazzy power chair and the 1450-Series for example weighs in the range of 200-lbs without its 52-lb battery. Therefore that particular chair by itself - even before you add the weight of a carrier - is right at or over the capacity for any of the Class I hitches.
For your Prius to transport a power chair such as the Jazzy you will need instead a small trailer. A local outdoor or farm store is a good place to check for a small utility trailer that has the size and weight capacity you need for your Jazzy power chair.
Along with your hitch you will need a ball mount like # 3593, hitch ball # 19258 and trailer wiring harness # 118505 if the trailer has lights.
