I need help making sure I choice the correct springs. I have a 1987 shoreline T20-23G single axle boat tilt trailer. It currently has a 2x3inch straight axle with the 3inch acting as the height. The lug pattern is a 5 bolt with 4inch CL - CL on the bolts. The springs measure 28inch from center of the bolts to the slide/slip mount. The total length of the spring, center of the bolt to end is 31+/-. 1. I would like to replace the springs and hardware, U bolts, nuts and plates. 2. I would like to install the 2x3inch axle on top of the springs, lowering my trailer a few inches. 3. I would also like to turn the axle so that the height is now 2inch and the width is 3. 4. Other option is to install springs and axle. The sticker I received with the trailer says 2915lbs GVWR with max load net of 2300lbs. GAWR 2915lbs w/7X14.

Thank you for submitting the photo of your setup. Considering the height of your axle and the amount of clearance you currently have from the axle to the frame of your trailer you wouldn't have enough room to put your axle above the leaf spring. You would barely have a couple of inches of suspension travel.
For U-bolts you would want the part # SP01-160 and then for plates you would want the # 117594.
Based on the dimensions of your current slipper springs the # SP-040275 that you referenced would be one option you could use, but based on the capacities you listed for your trailer and your desire to lower your trailer the part # SP-039275 would be a better choice as it is rated closer to your trailer and it uses fewer leaves so it would sit lower.
Axles are designed with a natural bow to them and are designed to be used only in one orientation. I can't recommend you rotate your axle either.
