Can this be used without roof rack or carriage basket on a 2012 Honda Odyssey? If not, what is the least expensive cargo carrier you would recommend to use without a roof rack? Would like about 12-15 cubic feet of space. Thanks!

The Thule cargo bag # TH868 is not designed to be used on a naked roof like on your 2012 Honda Odyssey but we do have some options that will work great for you.
The Rightline Edge, # RL100S20, can be used on a vehicle with a naked roof. It has a capacity of 15 cubic feet, and is priced lower than the Outbound.
I also recommend protective pad # RL100650. This pad will not only protect the vehicle roof but it will also help keep the bag from sliding around while you are driving. And another nice addition is tire step, # HE4040. It is much safer to use a tire step than to stand on the floor of the vehicle when loading/unloading items on the roof.
Be sure to consult the vehicle owners manual and/or Honda for the roof weight carrying capacity prior to loading.
