Will a brush guard for a 1997-2003 ford f150 fit a 1999 gmc sierra? I have seen where people have used them on other brands

Brush and grille guards, as well as the mounting kits used with them, are vehicle-specific. They are designed with the specific vehicle's available mounting points in mind.
The Westin Sportsman Grille Guard you referenced, part # 45-1640, is a fit for various 2005-2007 Ford trucks but no GMC vehicles.
The link at right will show you all available grille guards and bull bars for the 1999 GMC Sierra. At the top of the page is a drop-down menu where you can select your truck version to see the compatible options. If your truck is a 1500 Series, for example, you can use Westin Sportsman Grille Guard # 40-0335 that bolts on without drilling.
