What are the dimension of the base of the Thule 3113? Id like to know if they would fit on the bed rails of my 2011 Ram 2500. I want to put a rack on that goes across the bed, over my roll-top cover.

I think your best option would be an Access Ladder rack part # A70480. As long as your roll up tonneau cover installs inside of the bed rails this rack would work great for your 2011 Ram 2500 if it is a 6 foot bed. If you have an 8 foot bed you would want the part # A70566.
The part # THKIT3113 that you referenced is not designed for use on bed rails so I would not recommend you attempt to install that product on your truck bed.
