Would I be able to tow a small john boat on a trailer with this? Say, under 1000 pounds? I have a 2013 Hyundai Elantra GT

The Draw-Tite Class I hitch you referenced, part # 24902 is a fit for the Sedan or Couple Elantra, but not the GT model.
For the GT, you'd need the Draw-Tite part # 24905. The hitch has a 2000 lb towing/ 200 lb tongue weight capacity. The tongue weight capacity represents the maximum amount of weight that can be safely suspended from the hitch without damaging anything. I did some research online, and found 750 lbs mentioned as the vehicle's towing capacity, but you'll want to confirm this for yourself by consulting your owner's manual or your Hyundai dealer.
If you find that you'll be able to tow the boat, you'll also need the following to complete your towing system:
Trailer wiring harness, part # C59236
Ball mount part # 3594
For a 2 inch ball, use # 19258 or # 19256 for a 1-7/8 inch. The coupler on your trailer should have the proper ball size needed stamped on it.
