HOW DO YOU SUGGEST I PUT MY PLATE IN THIS BAG WHEN THEIR IS NO OPENING ON THE PLASTIC COVER? SHOULD I CUT A OPENING? FURTHER, HOW DO I MOUNT IT WITH NO ROOF RACK AND MY CAR IS HATCH BACK?

To access the compartment for the license plate holder on the Rightline Cargo Hatch Saddlebag # RL100B90 that you referenced you will actually have to open the bag and look for the Velcro flap. This is on the inside to help prevent water from getting into the license plate area.
To install this on a hatchback without a roof rack you will need the Car Clips for Rightline Cargo Hatch Saddlebag # RL100605.
