On the Rola bike racks that take strap # 59405 there is a simple procedure for replacing the strap. First, if you look at the cradles you will see they are held to the arms by the clamping force provided by a screw and nut. Remove the screw and nut. Then at the end of each arm, on the bottoms, there will be a small screw. Remove this screw. Then all you have to do is slide everything off the end of the arm.
For each cradle assembly, the large strap, the one you are replacing, goes on first. I made a video showing the process on a Rola bike rack.
