Wondering if Id still be able to attach our cargo carrier to our vehicle onto the back of the bike rack?

I have a better solution for you, you would want the Yakima OnRamp Bike Rack for - 2" Hitches - Frame Mount
Item # Y36FR. This rack will attach to the shank of your cargo carrier that is in the hitch of your vehicle. I attached a review video for you to check out.

The Swagman Original - Folding 4 Bike Towing Rack # S64675 that you referenced does not have an additional hitch opening at the end of the shank so a cargo carrier would not be able to install into it.
