It wouldn't appear so, the only hitch we carry for the 1995 Toyota 4Runner is the Draw-Tite Hitch part # C13094 and it only fits 1992-1995 4Runners. For your 1999 Toyota 4Runner you would want the Draw Tite Hitch part # 75091.
