Can 1995 P30 be Flat Towed

Question:
Is it possible to flat tow my 1995 P30 stepvan with my 1997 K3500 dually 12K rated for towing? If so what towbar and breaking system do I need. I reside in California.

I wish we could help but we don't have any flat towing components that fit the P30 at this time.
