For the Reese Cargo Carrier, is there a way to add a light kit for night driving? I think this might block my tail lights a bit.

There is! The Reese Cargo Carrier # RP87KR actually has cutouts for adding tail light assemblies like what's included with the etrailer # e98943-44LED kit. This is a pretty unique and super useful feature on this particular carrier.
The etrailer light kit also includes a license plate holder, which if your vehicle's tail lights are blocked by the carrier and loaded cargo, your license plate will be to.
