Hey James,
You can splice into the 7-way wiring and install a 4-pole wire harness like the Curt # C47NR but if the wires you're splicing into aren't functioning the 4-pole won't work either. If the 7-way isn't working you'll want to check your trailer specific fuses to see if they're blown and then trace the wiring looking for any damage or loose connections.
