No, I am sorry it can not. The SportRack Ridge Bike Rack item # SR2415, like all of our swinging bike racks, is configured to the passenger side for safety reasons. They are designed this way based on American roads and not wanting the bike racks to swing out into traffic if for some reason you're parked on the side of the road.
The only option to have a driver's side swinging bike rack would be to use the Kuat Pivot 2 Swing Away Hitch Extender for Bike Racks item # PVD20B. It is compatible with Kuat bike racks like their NV 2.0 item # NV22G.
