Can a Leaking Power Steering Cooler be Bypassed Until a New Cooler Can be Installed on a Ram 1500

You will need to have a cooler that the fluid goes through in order to keep the temperature down. If you do not then the power steering pump will overheat, which is basically the worst thing for it, and lead to damage.

In this case a leaking cooler is better than no cooler. If the leak is at a hose or fitting you may be able to temporarily stop the leak using an appropriate product for the leak location.

You may be able to stop the leak temporarily using a power steering fluid with a stop-leak formula. I had a similar situation and it does work for a while.

How can you know weather it’s the cooler that’s leaking and not the hoses and not the hoses

Other than physically checking the hoses there's not a super easy way to verify where the leak is coming from. You might even bring the car up to a local mechanic/shop so they can perform a full inspection.
