It appears you are going to have to fabricate a receiver using the 2" Weld-On # E17 on your 2003 Dodge Ram 1500 with a roll pan. Curt verified their Receiver # C13320 will not fit with a roll pan and they do not have any other receivers that will fit with a roll pan. The nice thing about fabricating a receiver with the weld-on is you will be able to cut out the section with the license plate to hide the receiver. Then you can use the Bracket # 5443 to mount your license plate so you can easily remove it when you need to access the receiver.
