The best hitch available for the 2023 Toyota Tacoma is the Draw-Tite Class 4 Hitch # 75238. I like this hitch over others because it has a higher tongue weight rating (1,050 lbs) and a higher gross towing rating (7,000 lbs) than any other hitch available for your vehicle. It will also be a very easy bolt-on install.

For a 4-pole wiring harness I recommend the Curt T-connector # C56349. This is a T-connector meaning it plugs in behind the tail light assembly, and will not require any cutting or splicing of the vehicles harness. I recommend using the bracket # 18144 to secure the 4-flat plug.
