Can a Nissan Rogue have a carrie to transporting a mobility scooter? It is a 2020 model. We are 82 and 72 years old with some limited abilities.

It certainly is possible to carry a mobility scooter on the back of a 2020 Nissan Rouge. It will completely depend on how heavy the scooter is. The etrailer Trailer Hitch Receiver # e98846 for a 2020 Nissan Rogue has a tongue weight capacity of 525 lbs. Meaning the combined weight of your scooter, and the scooter carrier must be below 525 lbs.
For example, we carry an Aluminum wheelchair/scooter carrier part # FHG69ZR. This carrier weighs 77 lbs. So you would be able to carry a scooter weighing less than, lets say 440 lbs. The carrier also has a folding ramp, for easy access. Keep in mind that the scooter carrier # FHG69ZR that I mentioned is roughly 49" long x 29" wide, so we would want to verify that your scooter will fit in this carrier.
