Can I purchase just the top plate for the model S64400 and 8 of the rubber pads that fit inside the rack?

Swagman does indeed offer replacement top plates. If your rack is an older model, manufactured between 1999-2008, you would use part # P113. If your rack was manufactured after 2008, you would use the # P121 top plate. The replacement cradle pads are also available. They are sold individually as part # P0023.
