Can the camp kitchen be stored on the bottom and the bike attachment on top?

Yes, you can configure the Yakima Exo setup so that the bottom has the camp kitchen part # Y66AR and the upper has the bike rack # Y22VR.

You'd also need the swingbase part # Y34VR and the top shelf # Y94VR and you'd be set.
