Question:
I have a customer looking to replace a pair of springbars with the number 81516 on them. Draw tite brand, 1200 on sticker. What is the replacement part for those.

That is a much older style of spring bar that a current replacement is not available for unfortunately. Best option would be a new system like the part # RP66022 which has same rating but doesn't come with a shank since your customer would already have that.
