Can you use the Arcos Thule for 2022 BMWx5 plug in hybrid and a 2016 BMW X5 xdrive35i ? Do the arms of the Platform swing away so you have full access to the trunk of the SUV?

You can absolutely use the Thule Arcos # TH25YE on both of your BMW X5s. Provided they have either a 2" or 1-1/4" trailer hitch on the back.
As far as trunk access goes, the platform does not have a swing away feature. We do offer swing away adapters that can be used like part # SAR36VR. This will allow the carrier to swing away for full trunk access. I would however caution against the use of an adapter. Using this will effectively decrease your hitches carrying capacity by half. So you will be severely limiting the amount of weight you can carry.
If the swing away feature is a must-have. I recommend taking a look at the Yakima EXO # Y62VR. This offers a 23" long x 60" wide x 16" tall enclosed cargo box, and has a built in swing away feature. So you can have full truck access without sacrificing weight capacity. The exo system is highly versatile and the cargo box can be swapped out for a cargo carrier # Y37VR, bike rack # Y24VR, or even a camp kitchen # Y86AV. They even make a second level for the exo called the Topshelf # Y94VR, which allows you to carry two hitch mounted accessories at once.
I have linked review videos for both carriers below. Personally I would lean towards getting the Yakima Exo for this application.
