Question:
My unit paired as designed, with my Jeep Wrangler, last year! Of course, it does not remain plugged in to a vehicle, so I purchased a battery charger, and purchased and extra battery. I cannot get this to pair now. When on the tow, the light indicator tells me it is charging. However, it no longer says, Fully Charged, inch even though it is a fully charged battery. Ive followed the pairing procedure a gozillion times, to no avail! Every step seems to be doing what is expected - P.5 to P.A but then when I depress the brake pedal, it never flashes zero! All lights work fine, when connected to the vehicle. Can you help me??

I have discussed your issue with my contacts at Tekonsha, and it sounds like the Prodigy RF Brake controller # TK94FR is not getting proper 12 Volt power from your Jeep Wrangler.
I recommend using a circuit tester like the # PTW2992 test light like and checking the blade at the 1 o'clock position (12V supply) on your Jeep 7-way to make sure that the vehicle is supplying the correct power.
If you are not getting 12V power at the trailer connector on your Jeep, then check the fuses, wiring, and connections on your vehicle. You will want to look for any signs of damage or corrosion and replace or repair as needed.
I have included instruction links, the product page for the circuit tester, a short video demonstration, and a wiring helpful article for your reference.
Since the brake controller paired at one time, this seems to be the likely issue. However if you are still having problems please feel free to contact me directly for further troubleshooting advice.
