So I noticed the tongue wait is 200 pounds. Question does this mean if I put a Kerry rack on there That the combination of the carry rack and the item on the Carrier has to be 200 pounds or less total? And do you have hich with a great that 200lb toung capacity?

I am going to answer your questions in reverse order. So to start, the hitches we have available for your 2015 Hyundai Elantra, like the Draw-Tite # 24902, are Class 1 hitches. This means they are rated up to a maximum tongue weight of 200 pounds and a maximum towing weight of 2,000 pounds. You will want to check your owner's manual or contact a local Hyundai dealer to double check your vehicle's capacities as hitches tend to be rated higher than the vehicle they are designed for and you are limited by your lowest rated component.
As to carrying a rack or cargo carrier on a hitch, you do need to combine the weight of all items being used. As an example, if your bike rack weighs 40 pounds and your bike weighs 30 pounds, that would mean you have 70 pounds of tongue weight used and have 130 pounds available to work with. You never want to go over the maximum tongue weight capacity of the hitch or vehicle as it can cause a catastrophic failure and loss of the carrier, cargo, and or bikes. So don't do that.
