I spoke with Dometic and they informed me that there is no way to adjust the water level on the Dometic Part-Timer 311 # DOM67FR.
They said the water height in your toilet is going to be water pressure dependent so if the water in your bowl is too low you'd need to look at your water pressure.
They also said that you should be able to press on the pedal slightly allowing the water to run longer and fill the bowl up a bit more.
