Yes but just barely! The Rhino-Rack Roof Mounted Steel Cargo Basket # RMCB02 you mention has an interior measurement of 53" long x 37" wide x 5" tall, and the Rightline Range 3 Rooftop Cargo Bag - Water Resistant # RL100R30 measures 48" long x 36" wide 18" tall.
So as far as physically fitting length and width wise, you're good. However since this bag does stick up quite a bit higher than the Rhino-Rack, I'd recommend running some safety straps like # 34414 over the top to make sure it's nice and snug for your travels.
