It is normal for your Lippert hydraulic jack to take 3-4 minutes to retract, according to my contact at Lippert.
You really will only have to worry about operation if you aren't able to manually retract the jack. There should be a plug you can remove on the top or bottom of the jack that allows you to use a tool to adjust the trailer jack height. All Lippert electric and hydraulic landing gear jacks for RVs have a manual override feature according to my contact at Lippert.
