We have a couple of options for mounting a 4-flat connector to your Tacoma's hitch. If you have a Draw-Tite hitch with the built in tab all you will need is the Mounting Bracket for 4-Pole Flat Trailer Connector item # BK4F. This attaches in the pre-drilled slots.
If you have a hitch with a round or square crossbar you will need the No-Drill Mount for Electrical Mounting Bracket item # 18140 and the item # BK4F.
