How accurate is the scale in the 300-400 lb range? Also pictures show varying levels of liquid in the dial face. Is that normal

Quite accurate; the margin of error is 3 percent for the etrailer Tongue Weight Scale for Campers and Utility Trailers - 2,000-lb Capacity # e99044.
I don't see varying levels of liquid in the photos, but do see a customer photo with the scale that does not have liquid. The # e99044 gauge was redesigned some time ago and didn't used to have liquid, which is why the photos are different.
