Question:

I like this rack and I think it will work with my electric bikes but they are heavy and I'm seeing a lot of other bike racks like this with ramps. Does this have a ramp or can one be added?

The Swagman Escapee Bike Rack # S39SR is a great solution for e-bikes that don't utilize a front fender. It doesn't come with a ramp but one can be added on:

I really like this ramp because it has a bridge in the middle so you aren't "jumping the gap" when loading your heavier bike. The ramp can also be adjusted from 36-7/16" to 56-9/16" so it will fit a wide variety of applications.
