Sir or Madam, I have a 2021 JEEP Gladiator Overland. It currently has the OEM soft roll-up bed cover. Id like to set it up like this: Inside the rail bed cover and a cargo rack mounted to the rail that can hold a roof-top tent - preferably just below the cab so the tent carries the roof line.

To have the tent sit that low you'll want to go with the Adarac Aluminum M-Series Custom Truck Bed Ladder Rack # A77ZR. This ladder rack has a 12" height so the tent will sit low enough that the cab should help shield it and cut down on wind resistance.
You could then use a roll-up cover like the Access Lorado Soft, Roll-Up Tonneau Cover # A53VR if you have a Trail Rail system or # A28VR if you don't. This tonneau cover is confirmed to work with the ladder rack and will help protect the items you're hauling in the bed.
