Can a DC to DC converter be used in conjunction with the PD4135K so that the fuse box is energized allowing items like a DC refrigerator to operate and the battery is charging while driving?

Yes, you can use a DC to DC charger like the Redarc In-Vehicle BCDC Battery Charger # RED96FR (for battery banks rated less than 75 amp-hours), # 331-BCDC1225D (for battery banks rated between 75 and 200 amp-hours) or the # 331-BCDC1250D (for battery banks rated greater than 200 amp-hours) so the fuse block on the Progressive Dynamics RV Power Control Center # PD4135K is charged.

You would use the DC to DC charger to charge the battery that is powering the fuse box on the control center.
