Question:
Will I still be able to open the lift gate? Will their be any overhang over the windshield?

I checked with Thule and the Force XT Sport Cargo Box, # TH6356B, is a fit for your 2013 Subaru Outback wagon with factory crossbars that run side to side. There will not be hatch interference.
I do not anticipate any overhang issues either though I cannot confirm that since we have not tested this box on a 2013 Outback. You can adjust the feet in the box forward and backward to move the box more forward or backwards on the rail and get it to your liking.
