I need to know exactly what this chip will do for my new 2013 GMC Sierra 6.6L Duramax Diesel truck? Is it just going to give me monitoring capability or does it enhance the operation of the engine, if so how?

The Edge Insight CTS2 you mentioned, part # EP84130 is a gauge display that will only monitor various performance parameters but will not allow you to modify the tune of the engine.
Edge does offer a programmer compatible with your vehicle, the Evolution CTS3 # EP69YR. The FAQ article I have linked you to explains further how the tuners work, but generally speaking, they alter or re-write the stock tune of the engine by altering various parameters like fuel/air mixtures, transmission shift points, fuel injector flow rates and spark timing. The CTS also has some other features that will allow you to read and clear DTCs (diagnostic trouble codes), manually regenerate the DPF (Diesel Particulate Filter), remind you of vehicle maintenance that needs to be completed, and monitor your driving style to maximize fuel economy. I have also linked you to the owners manual for the CTS. This unit is NOT CARB compliant for use in California.
