It is likely that you will be able to open the rear hatch on your 2013 Toyota Highlander with the Rola cargo box 59110 tilted down. However, we have not tested them together so I cannot say for sure. What I recommend to give you nearly complete access to the rear of the vehicle is the swing away version of this carrier, # 59109.
Opening the rear hatch will not be a problem with the swinging carrier installed. It swings off to the side so you can not only open the rear hatch but actually stand at the back without having to try to reach around a cargo box.
You would need to have a 2 inch trailer hitch to use either of these carriers. I have included some links on installation and operation for you to view.
