Prodigy p2 controller on a 2014 Chevy Silverado. With trailer connected I still get an n.c. Signal. Unit clicks when manual switch applied . I cut the blue wire 6 inches from unit. Unit still clicks hut does have power on blue wire reconnected blue wire but have no power at vehicle plug . What’s next ?

Since you are getting power at the blue output wire, but no power at the 7 way behind your vehicle when the trailer is connected, then the issue is in the wiring between the brake controller and the trailer's brakes.
Take a test light or a 7 way tester such as 7 Way Trailer Connector Vehicle Tester # PK12741and check to verify that you are getting power to everything. It sounds like you did this, and didn't have power on the brake controller output wire when manual slide is activated. This indicates a wiring issue between the controller and the 7 way. You could run a new wire from the controller to the 7 way using 10 Gauge Wire # 10-1-1 sold per foot.
