We have a 2010 Lexus RX450h. Can we use the Rola 59109 hitch mount cargo carrier on our car?

It looks like the trailer hitches for the 2010 Lexus RX 45oh are nearly flush with the rear bumper meaning there is enough clearance for the Rola Swinging Enclosed Cargo Carrier for 2" Trailer Hitch # 59109. This carrier fits Class III or IV, 2-inch trailer hitches. All the hitches for your vehicle are 2-inch hitches so it is compatible in this regard as well.
The carrier itself weighs about 110 pounds or so and has a 250-pound capacity. If loaded to the maximum capacity the combined weight of the carrier and contents will be 360 pounds. Your trailer hitch will have a sticker on it indicating the tongue weight capacity but check the owner's manual to make sure the vehicle tongue weight capacity is also over 360 pounds.
It is very likely that both the vehicle and hitch are rated well above 360 pounds but it is worth checking just to be sure. While we have not yet test fitted this carrier on a 2010 Lexus RX 450h I am confident it will fit beautifully and work out well for you.
