When I press brake when hooked up too trailer … brake control functions normally …. When I let off brake in vehicle digital readout stays on at 2.4 too 4.0 until I repeatedly tap brake pedal ….. already replaced brake switch in vehicle thinking it was bad …. It wasn’t

There's a short between the stoplight circuit (red wire) of your brake controller and the 12 volt power wire (black wire) which is tricking the controller into thinking the brakes are applied. Go through and insulate the wiring better with electrical tape like # PTW502 where the connections are made and the issue will go away.
