Can Washers be Used to Shim 2 x 3 Fulton Fold-Away Coupler Hinge Kit

Question:
Fulton 2x3 trailer tongue hinge. Am installing subject hinge on Ironton Jet Ski trailer tongue. Tongue is a tad short of 3. Have used 3 washers per hole on top to shim out connection. One, is this method of shimming acceptable? Two, should I shim out top, or bottom? Trailer weighs 210# and max load will be under 200#. Thanks for your help.

I don't recommend just using washers to shim the Fulton Fold-Away Coupler Hinge Kit for 2" x 3" Trailer Tongue - Bolt On - Up to 5,000 lbs # FHDPB230101.
A small steel plate - with more overall area then washers - should be used to shim the kit. There isn't a recommended space between top or bottom, however. Generally you want the plate to be equal size on the top and bottom to ensure it is even.
